Am I able to get a car loan but buy a car cheaper than what the loan was for to have

I was wondering if I would be able to go to the bank, be approved for a loan of a new somewhat expensive car, but then buy a different cheaper one to have money left over? Or get the expensive car and sell it to buy a cheaper one.
