Exchanges in NY state

I would like to dip a toe into crypto trading but it seems NY state has laws that mean Coinbase and Gemini are the only exchanges available to NY State residents. Is that true?

Plus the authentication process is a nightmare with fax a copy of your social security card and ID.

What is the downside of joining an exchange not allowed in my state? How can I pull it off.

Any criticism or praise for coinbase or Gemini.

Kind Regards R
