What's the difference between e-money and central bank's cryptocurrency?

I am still confused by the recent news about China issuing their own "digital yuan". what is the exact difference between a central bank's cryptocurrency with e-money? Aren't they the same? For example, e-money (such as WeChat Pay or Venmo) is just digital fiat. Meanwhile, central's bank digital currency also has the exact same valuation with the country's fiat currency.

So, what is the exact difference here? Both are also centrally managed. Why would China release "digital yuan" when it has zero difference with WeChat Pay? Why can't chinese government utilize WeChat Pay (or release its own version of WeChat Pay)

Kind Regards R
