Can someone explain me what's going on between telegram and the SEC?

<!-- SC_OFF --><div class="md"><p>Could someone please try to explain me ehy is the Sec opposing the release of the TON tokens from the ico done by telegram saying it's a security ?why is it considered a security, there has been tons of ICO done over past few years, What's the difference between all the hundreds of other ico and other blockchains releasing their tokens and the TON token and the telegram ICO.
