Is changing a website logo to spike a shitcoin market manipulation?

Is this considered market manipulation. Like if he changed his logo to a bitcoin and that all of the sudden spiked and sold the profits would that be manipulation?</p> <p>I would say it is, but in the world of crypto who would enforce it?
